If you don't mind not being able to watch your friends fight each other in Endless/Tournament (In tournament it speeds up the flow since multiple people fight at once, but in Endless it doesn't save any time.), then Storm 4 is the way to go. As Sharingan Warrior pointed out, Endless and Tournament does not have spectator mode in Storm 4, so if you prefer that to be enabled, Storm 3 is the way to go. If you prefer to have 1v1 fights, Storm 4 is better. If you're looking for multiplayer, it depends on what you want. Since your responce favoured neither it wasn't really a helpful response. Honestly I'm just looking for an enjoyable Naruto multiplayer and these two seemed better so I was wondering which out of the two were worth it. TL DR: Storm 3 is built for story mode and visual aesthetics, Storm 4 is built how a fighting game should be built and focuses more on actual fun combat. Storm 3 only allows UJ and U3 during combo after you ninja move cancel or exploit the broken support combo system, Storm 4 is more flexible on it (It lets you UJ and U3 out of combo with the expense of having 75% or so damage from the UJ/U3) Storm 3's U3 is unblockable and unsubbable at close range and deals way more damage than U3s in Storm 4. Storm 3 has an exploitable support combo system that allows users to cancel anything into anything with no chakra expense besides if they dash or do a jutsu in which it cancels with normal chakra depletion as opposed to the extra depletion if they just did it from a combo. Most of the storm 3 unsubbable moves are also unblockable as well. Storm 4 doesn't have moves that are unsubbable, Storm 3 does. Storm 4 has more variety of characters than Storm 3 due to combo changes in some characters. Storm 3 is largely unbalanced, Storm 4 is more balanced. Storm 3 is built for noobs who only care about all flash and no bang while Storm 4 was built to be easy to learn and hard to master, having a good balance of visual aesthetics and gameplay.

Yeah, Storm 3 is a completely broken, unpolished mess and Storm 4 is only a slightly broken unpolished mess that may get an update tomorrow.
